LONG SUTTON PARISH COUNCIL
Notes of the meeting of the Long Sutton Parish Council held on Thursday 29 September 2022 commencing at 7.25 p.m. At the Former Reform Church, London Road, Long Sutton
Present: With Cllr J Clarey in the Chair there were present: Councillors T Watts, H Feetham, F Heinrich-Tiller, M Ladbrook, G Garratt, C Broughton, F Pearson.

OPEN FORUM: A resident asked if the Council would ask Lincs C C if they would extend the 30-mph limit in Seagate Road in particularly with the new development now being built. She also thanked the Council belatedly for the recent Queen Elizabeth II Platinum Jubilee celebrations.
A representative for the LSAFC advised that the trees were overhanging the floodlights in Cinder Ash Park and there was a problem with dog faeces on the pitches.
RESPONSE: The Council thanked the resident for her kind comments regarding the recent Jubilee events and that they would ask Lincs C C in regard to extending the 30-mph limit.
The Chairman advised that the trees and pitches would be looked at during the next Parks and Cemetery inspection.

13. Members Comments -To receive any comments from members of the council and requests for matters to be placed on the next agenda. No resolutions may be passed under this item.
14. To resolve to go into closed session in accordance with the Public Bodies (admissions to meetings) Act 1960 to discuss the following matters. Should this resolution be passed the public and press will be required to leave the meeting at this stage.

Apologies were received from Cllrs R Barber, D Cawthorn and E Adams

No Matters were declared.
3. NOTES OF THE PARISH COUNCIL MEETING HELD ON 28 JULY 2022
Action: It was resolved to approve the notes as minutes and a true record of the meeting held on 28 JULY 2022.
4. CLERKS REPORT
The Clerk reported
• The newly installed post adjacent to the Park Road entrance to Cinder Ash Park had been removed
• There had been a large increase in litter since dominoes Pizza opened with lots of boxes and food left in Winfrey Park
• All of the trees and hedgerow had been removed with little consultation on the Loosegate site in Seagate Road, with little notice or consultation. Properties backing onto the field had been left exposed and the wildlife habitat decimated.
• Residents from the Anfield Road estate had complained about the lack of maintenance of the Open Spaces and play areas and also raised concerns in relation to construction vehicles using the estate to access the adjacent new development and concerns regarding children’s safety because they played on the roads due to being unable to use the play area.
5. CHAIRMAN’S REPORT
Cllr J Clarey advised that it had been fairly quiet over the summer and so had little to report other than it was nice to received belated thanks for the recent Platinum Jubilee event.
It was also very sad that Queen Elizabeth II had passed away so suddenly but the funeral coverage had been spectacular and befitting for the late Queen’s long reign.
6. FINANCIAL MATTERS
The Clerk advised that due to issues with the access to online banking and time constraints due to recent issues she had been unable to complete the Finance Report for the meeting but would circulate a full report before the next meeting.
9. CORRESPONDENCE

Action: The Council resolved to not enter the Parade and use the funds locally for the King’s
Coronation in 2023.

Action: The Council resolved to not grant the donation request on this occasion.
Email – Lincolnshire Police Parish Council Survey – Circulated to all Cllrs
Sir J Hayes MP – Acknowledgement of LSPC complaint to SHDC. – No action required
Long Sutton RBL – Invite to the Remembrance Parade.
Action: The Clerk confirmed that she had applied for the Parade Road Closure and it had been agreed by Lincs CC
Long Sutton RBL – Complaint in regard to overhanging tree in Winfrey Park
Action: The Council resolved to look at the problems during the next Parks and Cemeteries inspection
PCSO F Bennett – Advising that she would be leaving the Long Sutton area beat and being transferred to a different area after 15 years.
Action: The Clerk advised that she had sent an email to thank PCSO Bennett for her work in the parish.

11. To resolve to confirm a date for the Parks Meeting and Inspection
Action: The Council resolved to hold a Parks and Cemeteries inspection on Saturday 08 October 2022
12. UPDATE ON OUTSTANDING TASKS.
i) Funding applications.
Action: Cllr F Heinrich-Tiller advised that he had nothing to report.
ii) Speed Watch
Cllr F Heinrich-Tiller advised that the Sutton Bridge Speed Watch Co-ordinator had resigned and he did not envisage the scheme running there and offered advice in relation to insurance cover for the Speed Watch Scheme.
13. MEMBERS COMMENTS
Cllr G Garratt advised that there was a funding shortfall for the Christmas lighting event and it may not go ahead. In addition, there would not be a poppy collection in the town due to the resignation of the Poppy Co-ordinator.
The Clerk advised that she would contact the Norfolk Poppy Co-ordinator to obtain wreaths.
The Council agreed to obtain 20 wreaths for the town
4. TO RESOLVE TO GO INTO CLOSED SESSION.
The Council resolved to go into closed session to discuss Item 15 of the agenda.
