14. To resolve to go into closed session in accordance with the Public Bodies (admissions to meetings) Act 1960 to discuss the following matters. Should this resolution be passed the public and press will be required to leave the meeting at this stage.

1. APOLOGIES FOR ABSENCE
 Apologies were received from Cllrs D Cawthorn, H Feetham.
 
2. TO RECEIVE DECLARATIONS OF INTEREST or DPIs.
No matters were declared.
 
3. NOTES OF THE PARISH COUNCIL MEETING HELD ON  26 JUNE 2025
Action: It was resolved to approve the notes as minutes and a true record of the meeting held on 26 JUNE 2025.
 
4. CLERKS REPORT
 The Clerk reported that:
• she had submitted FOIs in relation to the recent decisions relating to the refuse collection change from bags to wheelie bins.
• She was awaiting responses from SHDC and the Lincs Fire Brigade in relation to Listed buildings and buildings of interest and HMOs following matters raised at the recent public meeting relating to the proposed HMO.
• She had sent photographs of the salvation army clothes bin to the Co-op and local press due to the ongoing problems and following complaints from residents regarding clothes strewn around the churchyard.
5. TO RECEIVE CHAIRMANS REMARKS
The Chairman advised that the closed churchyard was now in good order after several sessions of cleaning weeds and looked so much better in readiness for the In Bloom judging.
 
6. FINANCIAL MATTERS
a. To resolve to approve Invoices for Payment
Action: The invoices for payment were approved and paid online in line with online payments protocols.
 
b. To resolve to receive the Report of Cleared Payments since Last Meeting
Action: The cleared payments were received.

7.    CORRESPONDENCE   
a. To note general correspondence circulated to all councillors prior to the meeting.
b. Ministry of Housing – Local Government Reorganisation
The Council concluded that the changes would be problematic and they envisage the unitary authorities seeking to give parish councils all the tasks they didn’t want and expect volunteer councillors to do more.
The Clerk advised that there was a plethora of resignations of parish clerks in all counties after anticipating the new changes and in Wiltshire no elections had been held due to a lack of candidates and one parish had no candidates at all.
c. SHDC – Greater Lincolnshire Council proposals online consultation.
Action: The council agreed that they had little confidence in the proposals following the recent press launch when SHDC had omitted to inform the other partner of the launch and it was held outside of the agreed timetable.

E-mail SHDC Planning advice 
The Clerk advised that the planning officer had advised that they were still liaising with the applicant following the refusal and unsuccessful Appeal relating to a retrospective application for a dwelling.
Action: The Council resolved to request information as to why enforcement action was not being taken in regard to the dwelling on site which had no approval.

The Clerk advised that she had reassessed the planning application following complaints from residents that an open space on the original site plans had now been categorised as “site compound” on this application and no amendment had been received. Residents had purchased their properties on the basis the open space would be there for their use and they had not been made aware or consulted regarding the loss of the open space.
Action: The Council resolved to withdraw their support of the application and object to the misrepresentation in the accompanying document submitted by the applicant and their omission regarding the designated open space.

9. TO RECEIVE COUNTY COUNCILLOR REPORT.
C Cllr R Woods advised:
• That he had been busy with committee meetings and administration since his election as well as having a busy time at work.
• He had spoken to the residents in Seagate Road and would be meeting them soon to discuss their issues regarding the proposed loss of the open space.
The Chairman advised that he would be pleased to accompany CCllr Woods when he met the residents.
 
10. TO RECEIVE SHDC WARD COUNCILLORS REPORTS
No matters to report in the absence of the Ward Members
 
11. TO RESOLVE TO REMOVE THE SENSORY GARDEN NEAR TO THE CINDER ASH PRE-SCHOOL
Action Due to the difficulties in watering the flower beds the Council resolved to amend the Sensory Garden and turn it into a bench and seats.
 
12. TO RESOLVE TO RECEIVE REPORTS FROM THE COUNCIL COMMITTEES AND WORKING
   PARTIES
Events Committee 
 
Cllr C Broughton advised that:
• The 80th anniversary of VJ Day event would still take place on 16 August 2025
• There would be craft stalls, fairground rides, silent disco music, bouncy castles and food stalls.
• Several stalls were now confirmed with a variety of goods for sale
• There were also a variety of food stalls
• A local resident would be attending with his vintage tractor and some of his fellow enthusiasts would also be attending with vintage vehicles.
• The Remembrance Parade would be going ahead and a meeting would be held to discuss the event at the RBL Club on Thursday 31 July 2025.
 
Cllr C Broughton advised that following the Remembrance Parade the events committee would not be organising any future events due to the lack of help and attendance at events meetings by councillors which made planning events difficult and beyond the 2or 3 people on the committee.
 
Action: Following a discussion, it was resolved to assess all parish events and their viability and the work required due to new legislation.

Cllr Clarey advised the parks and cemetery were in good order and he would contact the Chairman of the parks committee to arrange another inspection.

13.  MEMBERS COMMENTS
Cllr A Facey asked if the dog run fence could be modified to enable the hedges to be cut and
improve the run.
 
The Chairman advised that the fence can be removed to allow the cutting of the hedges.
 
The Clerk advised that consideration should be given to the cemetery which forms the
boundary of the dog run prior to any changes to the dog run
 
14. TO RESOLVE TO GO INTO CLOSED SESSION
 The Council resolved to go into closed session to discuss legal  
 matters relating to Leases.
 
 This part of the meeting closed at 8.37 p.m.
