Notes of the meeting of the Long Sutton Parish Council

Held on Thursday 29 October 2020 commencing at 7.00 p.m.

At the Former Reform Church, London Road, Long Sutton

Prior to the meeting all Councillors in attendance had signed a Covid-19 Declaration Form, had been issued with a Meeting Protocol Document, Face Mask, Gloves and advised of sanitising procedures. The Meeting Room was also marked out to accommodate Social Distancing Measures.

There was no access to the kitchen, refreshments or the toilet facilities in the building.

1. APOLOGIES FOR ABSENCE

Apologies were received from Cllrs E Adams and D Cawthorn

2. TO RECEIVE DECLARATIONS OF INTEREST.

No Matters were declared.

3. NOTES OF THE PARISH COUNCIL MEETING HELD ON 24 September 2020

Action: It was resolved to approve the notes as minutes and a true record of the meeting held on 24 September 2020.

4. CLERKS REPORT

The Clerk reported that:

  • The two small gates to Winfrey Park would be locked to restrict access after consultation with police regarding anti-social behaviour in the park and to add to the further security measures put in place in the car park by SHDC.
  • The four new seats had now been installed in the Cinder Ash Park
  • The Cemetery Fence would be installed within the next month
  • The council had been successful in their Lincs CC Wildlife Fund application and a Grant of £510.00 had been awarded to the Council for the cemetery hedge planting.
  • The town Christmas lights would be erected on 15 November 2020 and switched on 20 November 2020.
  • An application form would need to be submitted to SHDC to reduce the size of the holly bush in the Winfrey Park following requests from the police.
  • Following recent bad weather emergency tree works had been carried out in the closed cemetery.
  • There would be a short Remembrance Service at the War Memorial on 08 November 2020 at 11.00a.m. but this would not be publicised due to Covid-19 regulations.

5. CHAIRMAN’S REPORT

The Chairman stated that:

  • He would be collecting the hawthorn hedging for the cemetery extension. He added that he would help with the planting but any volunteers would be welcome
  • 7 new cherry trees would be planted to replace the damaged ones in the Winfrey Park and he wished to thank the two people who had made a donation anonymously toward the cost of the trees.
  • He asked that a legal matter be discussed in committee.

6. FINANCIAL MATTERS

a. EXPENDITURE TO BE APPROVED

Action: The council resolved that cheques for a total of £4498.41 approved for payment.

7. CORRESPONDENCE

a. To note General Correspondence

b. To resolve to discuss the provision of a Parish Council Newsletter/Handbook and to approve any actions required.

Cllr Heinrich-Tiller advised that he had spoken to the Civic Society about the project and they were in favour of the Newsletter.

Action: The Council resolved that Cllr Heinrich-Tiller progress the matter further and report back to the council with update on the progress of the project.

8. TO RESOLVE TO CONSIDER THE FOLLOWING PLANNING APPLICATIONS AND RESOLVE TO SUBMIT APPROPRIATE COMMENTS TO SHDC AS A CONSULTEE.

H11-0742-20- FULL Change of use and application to vary condition 12 of H11-0372-16 to allow the retention of the existing dwelling and its change of use from dwelling to that of office/storage in connection with the business. Silverwood Garden Centre Browns Gate OBJECTION: The applicant was granted approval for the replacement dwelling on the basis of the finding of a structural survey which found that the property was suffering from subsidence. South Holland District Council has set a precedent regarding the insistence of the demolition of a building after similar permission was given for a new build in the same circumstances within a short distance of this application. Please refer to Decision Notice for Application No H11-0712-14-Mr & Mrs Cousins. This precedent must be upheld to ensure transparency and continuity. In addition, the applicant has a large business complex adjoining both the old and the new dwellings which has existing vacant building space for offices on site and this should be considered for use in preference to the amendment in order not to negate the demolition order. The existing dwelling was declared unhabitable to support an application for a new dwelling and therefore should not be retained leaving the possibility to convert back to a dwelling in future.

H10-0827-20-FULL Residential Development - 3 dwellings - re-submission of H11-0508-20.Rear of 15, 17 & 19 Market Street Long Sutton OBJECTION: The Council has received objections from nearby residents in assisted housing regarding the possible impact on their quality of life
H11-0730-20-SEC 73 MODIFICATION New dwelling - approved under H11-0245-18. Modification of Condition 2 to allow amendments to previously approved plans. Pear Tree Farm St James Road SUPPORT – There were no observations in relation to this application
H11-0880-20 – FULL Proposed First Floor Extension. 42 STATION ROAD LONG SUTTON SUPPORT – There were no observations in relation to this application

9. TO RESOLVE TO CONFIRM A DATE FOR THE PARKS MEETING AND INSPECTION.

Action: The Council resolved to carry out an inspection of the Parks and Cemetery on TUESDAY 17 November 2020 commencing at 2.00 p.m. meeting at the London Road Car Park.

10. TO RESOLVE TO DISCUSS SPEED WATCH AND SPEED REACTOR SIGN MATTERS. Cllr Heinrich -Tiller advised that he had confirmed that Cllr E Adams would continue with Speed Watch but more volunteers were required. The Clerk advised that she had received the new Speed Watch Signs from the Lincolnshire Road Partnership which also need to be put up with the Speed Reactor Signs. Action: The Council resolved to erect the speed signs and speed reactor signs after the Parks Meeting on 17 November 2020. Cllr Heinrich-Tiller to charge the reactor signs in readiness.

11. MEMBERS COMMENTS

No matters were raised.

12. RESOLVE TO GO INTO CLOSED SESSION.

Action: The Council resolved to go into closed session.
