10. To resolve to discuss the proposed SHDC increases to the Market Stall Holders rents and Parish Grass Cutting.

11. To resolve to appoint a Parish Council representative for the East Elloe Good Neighbour Scheme Project

12. To resolve to approve the remit for the Christmas Activities Working Party and Summer Fayre Working Party

13. To resolve to elect members to the Christmas Activities Working Party and Summer Fayre Working Party.

14. To resolve to approve the Safe Guarding Policy.

15.To receive reports on outstanding tasks allocated to Councillors:

  • Grant Funding Applications – Lottery Funding and East Coast Funding.
  • Gate for Cinder Ash Private Driveway

16.Members Comments -To receive any comments from members of the council and requests for matters to be placed on the next agenda. No resolutions may be passed under this item.

17. To resolve to go into closed session in accordance with the Public Bodies (admissions to meetings) Act 1960 to discuss the following matters. Should this resolution be passed the public and press will be required to leave the meeting at this stage.

1. APOLOGIES FOR ABSENCE

No Apologies were received.

2. TO RECEIVE DECLARATIONS OF INTEREST.

No Matters were declared.

3. NOTES OF THE PARISH COUNCIL MEETING HELD ON 23 JANUARY 2020

Action: It was resolved to approve the notes as minutes and a true record of the meeting held on 23 JANUARY 2020.

4. CLERKS REPORT

The Clerk reported that:

  • Emergency tree works had been carried out in Winfrey Park due to damaged trees posing a risk to property.
  • The two car parks in Cinder Ash Park had been refurbished.
  • Allotment signs had been erected on allotment land in Daniels Gate and Seagate Road

5. CHAIRMAN’S REPORT

The Chairman stated that:

  • He was disappointed that some owners were still allowing dogs to run free in the Parks.
  • He stated that it was disappointing that grants had not yet been obtained to fund the outdoor gym.
  • He wished to thank the 3 District Councillors and a member of the public for the seats for the parks which will be installed shortly.

6. FINANCIAL MATTERS

a. REPORT OF CLEARED PAYMENTS SINCE LAST MEETING

Action: Payments for £15736.63 were cleared since the last meeting.

b. EXPENDITURE TO BE APPROVED

Action: The council resolved that cheques for a total of £20637.74 approved for payment.

c. TO RESOLVE TO DISCUSS AND CONSIDER A DONATION REQUEST FROM THE LINCOLNSHIRE

LOW LEVEL COASTGUARD

Action: The Council resolved to approve a donation of £100.00.

7. CORRESPONDENCE

a. To note General Correspondence

b. Resident – Proposed Gate Cinder Ash Driveway.

Action: The Council resolved that the Parks Committee discuss the matter at the next Committee Meeting. A meeting of the Parks Committee was scheduled for 21 March 2020 commencing at 9.30 a.m.

9. REPORTS FROM OUTSIDE BODIES

No matters reported.

10. TO RESOLVE TO DISCUSS THE PROPOSED SHDC INCREASES TO THE MARKET STALL HOLDERS RENTS AND PARISH GRASS CUTTING.

ACTION: The Council resolved to take no further action.

11.TO RESOLVE TO APPOINT A PARISH COUNCIL REPRESENTATIVE FOR THE EAST ELLOE GOOD NEIGHBOUR SCHEME PROJECT.

ACTION: The Council resolved that Cllr Heinrich-Tiller be appointed as the Long Sutton Parish Council Representative.

12. TO RESOLVE TO APPROVE THE REMIT FOR THE CHRISTMAS ACTIVITIES WORKING PARTY AND SUMMER FAYRE WORKING PARTY

ACTION: The Council resolved to approve the Remit for the Committees.

13. TO RESOLVE TO ELECT MEMBERS TO THE CHRISTMAS ACTIVITIES WORKING PARTY AND SUMMER FAYRE WORKING PARTY.

ACTION: The Council resolved to approve the election of the Committees as per the approved Committee’s Remit’s

14. TO RESOLVE TO APPROVE THE SAFE GUARDING POLICY. ACTION: The Council resolved to approve the Safe Guarding Policy.

15.TO RECEIVE REPORTS ON OUTSTANDING TASKS ALLOCATED TO COUNCILLORS:

• Grant Funding Applications – Lottery Funding and East Coast Funding.

Cllr Redican advised that the Council would not be able to apply during this round of applications because more information and analysis was required but the Council could apply in future.

Cllr Heinrich-Tiller advised that he had completed the application but more information was required and he would arrange a meeting with the Clerk to go through the application before submission

• Gate for Cinder Ash Private Driveway

Action: The Parks Committee to measure for the proposed gate during the next Committee meeting and advise the Clerk of the specification

16. MEMBERS COMMENTS

Cllr Cawthorn advised that the Co-op car park would be closed from 16 March 2020 for 5 days for electrical works to the gates

Cllr Redican asked when the Cemetery extension fence would be erected.

The Chairman advised that the area would be measured during the next Parks meeting

Cllr Cawthorn advised that the sign on the private road in Cinder Ash Park had been pulled up again and he had re-instated it more securely.

Cllr Heinrich- Tiller advised that he had received an email from the Speed Watch Co-ordinator for South Holland and more training was available for volunteers. He added that the Long Sutton Team needed more volunteers and were low on numbers.

He also asked when the War Memorial would be illuminated.

The Clerk advised that despite the Council’s best efforts it had been unsuccessful in finding a company to carry out the works.

D Cllr Tyrrell stated that he could organise a structural engineer to complete the works.

17. RESOLVE TO GO INTO CLOSED SESSION.

Action: The Council resolved to go into closed session.

The meeting closed at 8.47p.m.
