Notes of the meeting of the Long Sutton Parish Council 
Held on Thursday 28 May 2026 commencing at 7.35 p.m. 
At the Former Reform Church, London Road, Long Sutton

OPEN FORUM – Members of the public raised issues relating to the maintenance of the Anfield Estate in particular the emptying of bins and play area maintenance.
 
A resident advised that he had purchased the old Barclays bank to turn it into a gym and asked the parish council if they supported the idea or had any advice/feedback in relation to the project prior to applying for planning permission. He added that he hoped to open the gym by August 2026.
 
Two members of the new security services advised the meeting of the details of the proposed CCTV specifications and introduced themselves to the council.
 
RESPONSE: The Clerk advised the residents to contact their District Councillors and SHDC
directly. because the issues arose due to SHDC agreeing to Management Agreements being 
applied as planning conditions to new developments and problems still continued on the 
John Swains Way estate. When developers wind up the companies the Management 
Agreements become void. D Cllr J Tyrrell had agreed to investigate the matter further but no 
response has been received.
 
The Chairman advised that the council welcomed the news of the old bank being reutilised

H12-0338-26 -SEC 73 MODIFICATION -  Demolition of existing school buildings and redevelopment to provide a new three storey building for educational purposes (Use Class F1), revised internal vehicular and pedestrian circulation routes (including creation of revised vehicular drop off / pick up areas for buses and cars), sports and informal recreational spaces, landscaping, drainage, parking areas (including temporary parking provision during the construction phase) and all associated works - Approved under H12-0310-24. Modification of condition 4 to amend wording to enable new school building to be occupied prior to the new MUGA being completed.  84 Little London Long Sutton Bowmer + Kirkland and Department

3. Members Comments -To receive any comments from members of the council and requests for matters to be placed on the next agenda. No resolutions may be passed under this item.
14. To resolve to go into closed session in accordance with the Public Bodies (admissions to meetings) Act 1960 to discuss the following matters. Should this resolution be passed the public and press will be required to leave the meeting at this stage.
     
15. To resolve to discuss legal matters and approve any actions required.
 
        
1. APOLOGIES FOR ABSENCE
 Apologies were received from Cllrs A Facey, G Garrett.
 
2.TO RECEIVE DECLARATIONS OF INTEREST or DPIs.
Cllr T Watts declared an interest in Church matters.
 
3. NOTES OF THE PARISH COUNCIL MEETING HELD ON  23 APRIL 2026
Action: It was resolved to approve the notes as minutes and a true record of the meeting held on 23 April 2026.
 
4. CLERKS REPORT
 
The Clerk advised that:
• There had been a small fire in Winfrey Park caused by a spark from a nearby garden fire which had caused vapes to combust she had taken photographs and there was a lot of rubbish in the bush which needed to be cleared.
• There were still a group in the parks disturbing other users due to language and it was intimidating to others.
• The pony show had provided confirmation of a SAG approved events plan and licences for the Pony Show.
• TC Bulley Davey the internal auditor had advised at very short notice that they no longer carried out parish council audits and would not now carry out the 2025-2026 internal audit. She was in the process of seeking a new internal auditor.
• The speed awareness sign on Roman Bank had been damaged.
 
5. TO RECEIVE CHAIRMANS REMARKS
The Chairman advised that:
• He had met with the security contractors on site with the clerk to show them around the parks, cemetery and closed churchyard. The matter of CCTV in the parks and possible CCTV locations was discussed and that is why the representatives were in attendance tonight to give a short brief relating to the service.
• He had been in contact with Homefront on a regular basis relating to the zip wire structure and repairs and strengthening required, the zip wire also needed adjustment and he hoped to meet one of the senior managers on site.
• He had also been busy organising outstanding jobs in the parks and closed churchyard.
 
 
6.  FINANCIAL MATTERS 
a. To resolve to approve Invoices for Payment
Action: The invoices for payment were approved and paid online in line with online payments protocols.
b. To resolve to receive the Report of Cleared Payments since Last Meeting
Action: The cleared payments were received.
c. To resolve to consider a Grant Application from the Cinder Ash Pre—School.
Action: The Council resolved to award a grant of £400.00 for toilet modifications.
d. To resolve to consider quotes for CCTV provision and security for the town parks.
Action: The Council resolved to install CCTV cameras in both Cinder Ash and Winfrey Parks following an increase in vandalism and anti-social behaviour.
 
 
    7.    CORRESPONDENCE  
     a.  To receive general correspondence circulated to all councillors prior to the meeting.
     Resident – Traffic issues. Roman Bank.
     Action: The council resolved to advise that due to the location of the property very little could be done to put in traffic calming measures and that other than installing the speed awareness the council were unable to implement any other measures.
 
    Loosegate Developments – Planning Matters.
     Action: The Council resolved to advise that their planning observations were based on interaction and complaints from residents and from previous knowledge of developer’s actions relating to amendments to S106 Agreements and lack of abiding by planning conditions which are detrimental to the parish and its residents.

OBJECTIONS. Planning Enforcement action outstanding on this site for removal of existing “mobile dwelling”. Existing dwelling omitted from panning application. Precedent set by SHDC by refusal of all previous applicants for this site due to Grade I agricultural ground.

Planning Appeal refused for the dwelling on this site. SHDC refused planning and advocated that there be no dwellings on this site.  Site plan and application details misleading as the site is no in the curtilage of 184 Seagate Road and the driveway and parking area shown is on the Grade I land and not part of 184 Seagate Road. There is no permission for the driveway and parking area.

SUPPORT – There are no objections to this application.

9. TO RECEIVE MATTERS RAISED AT THE ANNUAL PARISH MEETING AND APPROVE ANY
ACTIONS REQUIRED.
The Clerk advised that the Annual Parish meeting had been held but no issues for council 
action had been raised.
 
10. TO RECEIVE COUNTY AND SHDC WARD COUNCILLORS REPORTS
Cllr R Woods advised that:
• 42 potholes had been filled in in Spendlar’s Lane 
• The Lincolnshire Show would be held on 17/18 June 2026 and he would be assisting with the County Council stand.
• The team of volunteers from Balfour Beaty and other County Council contractors would be coming to paint the play equipment on 16/17 June 2026
 
 
11.  TO RESOLVE TO RECEIVE REPORTS FROM THE COUNCIL COMMITTEES AND WORKING
   PARTIES
   Events Committee: Cllr Ladbrook advised that:
• THE Drive Sale held on 23 May 2026 had 30 participants but she would not look to organise another one as the participants were too far apart and the and the geography of the town made it difficult for people to navigate between participants.
• The Market House had agreed to assist with the 25 July 2026 event by taking bookings for the Car Boot and stalls and they had 4 bookings to date.
• She would be meeting with a member of the Market House Committee to discuss the logistics of the event and confirmed that all relevant emails would be sent to/from the events team email.
   
  Parks and Cemeteries Committee 
Cllr Clarey advised that:
• The 3 Lime trees in Winfrey Park had been reduced as per the planning permission.
• The parks were in good order but there had been some anti-social behaviour which would hopefully cea.se when the security patrols and CCTV are in place
 
12.  TO RESOLVE A DATE TO MOVE COUNCIL EQUIPMENT INTO THE CABIN.
Action: The Council resolved to place the matter in abeyance until the next full council
meeting.
 
13.  MEMBERS COMMENTS
• Cllr Ladbrook advised that a resident of Spring Gardens had contacted her regarding 
her neighbour having CCTV cameras facing her property and asked if this was legal.
• The security representatives advised that this would be a civil matter not policing
matter and the resident would need to take out an injunction.
 
14. TO RESOLVE TO GO INTO CLOSED SESSION
 The Council resolved to go into closed session to discuss legal matters.
