• A resident of the Anfield Estate asked if the parish council could provide a set of football posts and dog waste bins for the play area. There was a bin on lamppost No 5 but this had not been emptied for 18 months and he had emptied it for some time.
• A Parishioner thanked the parish council for allowing her grandson to carry out volunteer work in the town parks for his Duke of Edinburgh Award and in particular the kindness shown to him by Cllr D Cawthorn and his wife who had assisted him and added that the parish council received very little thanks but she praised the parish council for encouraging her young grandson and as a result his confidence and mental health had benefitted from his experience.
• The Council advised that the estate did not fall under the responsibility of the parish council and the dog bins should be emptied by SHDC as the Waste Services provider for the district.
• The estate was subject to a “Management Plan “as a condition of the planning approval given by SHDC but invariably such “plans” were not enforceable when the developer either winds up the business or sells the site. It is believed that a housing association were responsible for the social housing on the site.
• At the last council meeting D Cllr J Tyrrell had advised that he would investigate the matter further and advise the resident. Cllr C Broughton had also agreed to contact the Housing Association but unfortunately both were absent this evening.
• The Council advised the resident to contact SHDC for a dog bin but following previous enquiries relating to both the Anfield Estate and John Swains Way SHDC had advised that the SHDC only cut 3 areas on John Swains Way but nor for any others on this estate or on the Anfield Estate.

3. NOTES OF THE PARISH COUNCIL MEETING HELD ON 26 MARCH 2026
Action: It was resolved to approve the notes as minutes and a true record of the meeting held on 26 MARCH 2026.
4. CLERKS REPORT
The Clerk advised that:
• The renewal of the Cinder Ash Pre-School to included that small extension of land was now awaiting the pre-school’s solicitors’ details.
• The UKFPS Funding application for a new play area fence adjacent to the cemetery drive was in progress and would be submitted in time for the closure date.
• She would submit a funding application to the Grange Wind Farm Fund when the Council resolved what to apply for.
• She had sent several letters to the owner of the car parked adjacent to the council office that had been there for some months but they had been ignored.
Action: The Clerk to contact DVLA and report it as an abandoned car.
5. TO RECEIVE CHAIRMANS REMARKS
The Chairman advised that:
• The zip wire and stage structure had been damaged and Home Front would be replacing the damaged areas of the structure and he would follow this up. The trampoline had also been installed.
• Contractors would be removing a litter bin from Winfrey Park near the Gitty due to residents filling it with dog and cat waste.
• Contractors would be fitting out the storage unit with shelving and also replacing both fire escape gates and the remainder of the old fence.
6. FINANCIAL MATTERS
a. To resolve to approve Invoices for Payment
Action: The invoices for payment were approved and paid online in line with online payments protocols.
b. To resolve to receive the Report of Cleared Payments since Last Meeting
Action: The cleared payments were received.
c. To resolve to purchase Harris fencing for events and public safety
Action: The Council resolved to purchase 6 x Harris Fencing panels for events and public
safety.
7. CORRESPONDENCE
a. To receive general correspondence circulated to all councillors prior to the meeting.
Resident – Seagate Farm – Mobile Home enforcement.
Action: SHDC had confirmed that enforcement action had commenced following the failed
planning appeal.

OBJECTIONS: Various objections in relation to this amendment and to the practice of developers seek amendments to S106 Agreements once planning permission is approved which is invariably detrimental to the town.

9. TO RECEIVE COUNTY AND SHDC WARD COUNCILLORS REPORTS
Cllr R Woods advised that:
• He had visited the Long Sutton Fire Station and had found it to be outdated and in need of refurbishment. He had raised with the Lincs C.C. Corporate Property Scheme but they were reluctant to carry out works due to lease and contractual issues with Vincy who operate the Lincs C.C. facility management.
• Small grant budgets had been allocated to all Lincs C.C. Councillors to distribute in their Wards.
• He had attended a Market House Committee meeting in relation to the future of the Market House and advised that Lincs C.C. were not in the process of selling the building but it would be run by the Committee.
• Spendlars Lane would be refurbished on 07/08 May 20206 due to the dire state of the road which had become impassible.
• He would circulate the latest arch survey reports.
10. TO RESOLVE TO RECEIVE REPORTS FROM THE COUNCIL COMMITTEES AND WORKING
PARTIES
Events Committee: Cllr Ladbrook advised that:
• a Drive Sale will be held on 23 May 2026 and the event had been advertised on Facebook and on posters etc.
• The Clerk advised that she had applied for the road closures for the July 2026 event and Remembrance Parade but required the First Aid and Fire provision details and the Council would need to apply for a car boot licence from SHDC.
Parks and Cemeteries Committee
Cllr Clarey advised that:
• The parks were generally in good order however; there were concerns regarding vandalism and anti-social behaviour in the parks and he and the Clerk had met with Security Service contractors and toured the parks and town centre in advance of the Council providing alternative security services following the ceasing of the Phoenix Events contract and asked that the matter be placed on the next agenda for discussion.
Action: The Council resolved that the matter of security provision be placed on the agenda for the next full council meeting.
11. TO RESOLVE TO APPROVE CONFIRM A MEETING OF THE PERSONNEL COMMITTEE.
Action: The Council resolved that the committee Chairman confirm a meeting of the Personnel Committee for an annual review and a salary review.
12. TO RESOLVE A DATE TO MOVE COUNCIL EQUIPMENT INTO THE CABIN.
Action: The Council resolved to place the matter in abeyance until the next full council
meeting.
13. MEMBERS COMMENTS
Cllr Feetham:
• raised the deterioration of the Bull Hotel and asked if there had been any sign of the renovations.
• Advised that the proposed Youth Club was making progress and trials would be held in Long Sutton and Sutton Bridge to gain interest in the project.
• Asked if a copy of the George Clarke grants could be forwarded to the Market House.
Cllr Watts advised that she had attended the funeral of the later June Baker a former councillor.
The Clerk:
• advised that SHDC had recently disposed of the policy relating to actions against derelict sites and listed properties and so they no longer had an obligation to ensure landlords developed/repaired/cleared waste sites and derelict properties.
