LONG SUTTON PARISH COUNCIL 
 
Notes of the meeting of the Long Sutton Parish Council 
Held on Thursday 25 June 2026 commencing at 7.35 p.m. 
At the Former Reform Church, London Road, Long Sutton
 
 
Present:   With Cllr J Clarey in the Chair there were present: Councillors D Cawthorn, T Watts, M Ladbrook, A Facey.

OPEN FORUM – Members of the public 
• advised that the public footpath leading from Trafalgar Square to Dick Turpin Way had been blocked by a resident in Dick Turpin Way and asked if the footpath could be made accessible again.
• Requested that the new security service ask all dog owners to keep their dogs on a lead in the both parks.
• Thanked the council for installing speed awareness signs at all main roads into the town and they were being effective in reducing speeding cars.
• Advised that they had observed the new security team in action and the only interaction was the security guard taking a photo and walked back to his car.
• Asked if overhanging foliage could be cut back near to the children’s burial area in the cemetery.
• Asked if the Youth Shed would be reinstated.
• Remarked on the increase of anti-social behaviour by young people in the town and in the parks which was escalating.
 
RESPONSE: - The Chairman advised that:
• he had asked for a meeting with the acting Head Teacher at the Peele School to ask if he would be able to speak to the pupils about the behaviour of the small minority of pupils committing damaged, lighting fires and anti-social behaviour in the town parks and in the local area.
• A meeting with the director of the security company would be held shortly to finalise the install a CCTV camera in Winfrey Park and he would raise the observations relating to the security patrol and to ask dog owners to keep their dogs on a lead.
• The council believed that the Youth Shed would not be re-opening in the near future.
 
The Clerk advised that the residents should raise a complaint regarding the blocked footpath via the Lincs CC website and obtain a reference number as if they only complained to the council multiple complaints would only register one but if individual residents raised a complaint they would be counted individually. Each would be given a reference number to then follow up the complaint. The Public Footpath complaints is under the Highways section on the website.

14. To resolve to go into closed session in accordance with the Public Bodies (admissions to meetings) Act 1960 to discuss the following matters. Should this resolution be passed the public and press will be required to leave the meeting at this stage.

1. APOLOGIES FOR ABSENCE
 Apologies were received from Cllr G Garrett.
 
2.TO RECEIVE DECLARATIONS OF INTEREST or DPIs.
Cllr T Watts declared an interest in Church matters.
 
3. NOTES OF THE PARISH COUNCIL MEETING HELD ON  28 MAY 2026
Action: It was resolved to approve the notes as minutes and a true record of the meeting held on 28 MAY 2026.
 
4. CLERKS REPORT
 
The Clerk advised that:
• The UKFPS Funding application had been unsuccessful.
• An enforcement notice had been sent to the Council relating to overhanging trees in the churchyard but she had advised Lincs CC that the trees were the responsibility of the St Mary’s Church.
• The council laptop screen had cracked and was not repairable and she had been without a PC for 2 weeks and there had also been issues with the telephone and broadband due to works being carried out by BT when turning off the analogue systems.
• The TC Group had advised at very short notice that they were no longer carrying out parish council audits and M Rose Accountancy had agreed to carry out the audit however, there would be a delay due to a legal process required to change auditors.
 
5. TO RECEIVE CHAIRMANS REMARKS
The Chairman advised that:
• He and the Clerk were in contact with the security contractors on a regular basis and it was hoped the CCTV in Winfrey Park would be erected soon and it was disappointing that more damage had been caused by a group of youngsters in Winfrey Park.
• He and the Clerk had met with a director of Homefront regarding the repairs and adjustments to the zip wire and structure and the facility had been reinforced and mulch laid to replace the mats that were being pulled up.
• A team of volunteer contractors from Balfour Beaty and associated contractors had painted some of the equipment in Winfrey Park and Cinder Ash Park which CCllr R Woods had arranged though they were unable to paint anything at height due to Health and Safety requirements.

6.  FINANCIAL MATTERS 
a. To resolve to approve Invoices for Payment
Action: The invoices for payment were approved and paid online in line with online payments protocols.
b. To resolve to receive the Report of Cleared Payments since Last Meeting
Action: The cleared payments were received.
c. To resolve to appoint M Rose Accountancy as the Internal Auditor
Action: The council resolved to appoint M Rose Accountancy as the Council Internal Auditor
d. To resolve to approve the 2025-2026 AGAR 
The Clerk advised that due to the issues with the change of internal auditor the Internal Audit Report could not be presented to the council and only Governance Statement and Statement of Accounts could be received and she would advise the External Auditor of the issues.
Action: The Council resolved to approve the Governance Statement and Statement of accounts and would receive the Internal Audit Report as soon as possible.
 
 
    7.    CORRESPONDENCE  
     a.  To receive general correspondence circulated to all councillors prior to the meeting.
      Baptist Church – Invitation to the induction of the new Baptist Minister on 05 July 2026 at 3.00p.m. if any member wished to attend.
     Action: The Chairman confirmed he would attend and any other members welcome to attend with him.

9. TO RESOLVE TO CONFIRM VOLUNTEERS TO HELP TO CLEAR CHURCHYARD.
     Action: The Chairman advised that the churchyard had been tidied by the Long Sutton in Bloom team in readiness for the Judges visit on 03 July 2026.
 
 
10. TO RECEIVE COUNTY AND SHDC WARD COUNCILLORS REPORTS
No matters were raised in the absence of County and Ward Members
 
 
11.  TO RESOLVE TO RECEIVE REPORTS FROM THE COUNCIL COMMITTEES AND WORKING
   PARTIES
 
  The Clerk advised that she had been unable to adapt the Facebbok post to print any posters because of the laptop and BT issues.
 
   Events Committee: 
   Cllr Ladbrook advised that:
• the organisation of the Summer Fayre was ongoing, and a number of stalls had been booked but not many car boot bookings had been received. 
• She would contact the fair to confirm rides in attendance and bouncy castles, ice cream and food stalls had been booked. 
• Stalls would be set up from 9.30 a.m. and would enter the park via Bull Lane.
• She would arrange for posters to be compiled and printed to distribute the following week.
 
   Action: A meeting was confirmed for the Chairman, Cllr Ladbrook and the Clerk to discuss the event and any other actions required.
 
  Parks and Cemeteries Committee 
Cllr Cawthorn advised that:
• The parks were in good order but lots more litter was being left by users.
• The fire in the bin in Winfrey Park had been reported
• The works to the 3 Lime trees in Winfrey Park had been completed.
Cllr Clarey advised that:
• he had arranged for the fire damage to the hedge on the West Street boundary in Winfrey Park had been cleared and requested that the property manager be requested to cover the cost of the removal and he would arrange for the fire damage to the bin in Winfrey Park to be removed.
Cllr Facey requested that the dog bin adjacent to the Woodlands entrance be replaced.
 
Cllr Cawthorn advised that the bin was emptied by Lincs CC and if replaced by the parish council they may not empty it in future.
 
12.  TO RESOLVE A DATE TO MOVE COUNCIL EQUIPMENT INTO THE CABIN.
Action: The Council resolved to place the matter in abeyance until the next full council
meeting.
 
13.  MEMBERS COMMENTS
• Cllr Facey advised that TT Scaffolding had proved the pole for the CCTV camera in Winfrey Park free of charge.
• Cllr Watts advised of works on the LCC footpath leading from the church car park to Church Green had been discussed due to the mobility of some residents using the path.
• Cllr Facey asked that the matter of a new dog run be placed on the September meeting agenda.

14. TO RESOLVE TO GO INTO CLOSED SESSION
 The Council resolved to go into closed session to discuss legal matters.
